Notices are mostly in Finnish
Tenders are published in Hilma, mainly in Finnish and sometimes in Swedish. The contracting authority decides whether the documents are also available in English.
For companies outside Finland
Finland’s public sector buys around €38 billion a year, and 40 % of tenders receive at most two bids. For a company coming from abroad, the hard part is rarely the product. It is knowing how Finnish tenders are found, read and scored.

The Finnish market
Tenders are published in Hilma, mainly in Finnish and sometimes in Swedish. The contracting authority decides whether the documents are also available in English.
Hilma points to the tendering portal where the documents are downloaded and the bid is submitted. Deadlines are strict and often short.
You show that tax and social security obligations are met in your home country, and the tender may also require references, certificates or a quality system.
The Finnish procurement act was reformed in June and October 2026, and in-house contracts that do not meet the new ownership requirement must end by 30 June 2027. Markets that have been closed are opening up.
How VOS can help
First step
20 minutes, in English. You tell us what you sell, and we tell you honestly whether the Finnish public sector looks like a realistic market for it.
Readiness Assessment · €490
A written assessment of whether entering the Finnish public market makes sense for you, what is missing, which procurement categories (CPV) are relevant and an indicative view of the market size in your field.
Scoring Evaluation · €490
We go through a specific Finnish tender and tell you in English what it requires, how it will be scored and where the risks are, within 48 hours and before you invest in a bid.
Clear role
VOS works on the bidder’s side as a sparring partner. We don’t register your company, act as your local agent or write and submit bids for you. For legal, tax and company registration questions, we point you to the right people.
